About the H&F Community Support & Resilience Fund 2026/27

Hammersmith & Fulham Council, in partnership with H&F Giving, have launched the H&F Community Support & Resilience Fund 2026/27 awarding grants to local community and voluntary organisations supporting residents experiencing financial hardship and material deprivation. The fund has been developed to strengthen community-based coordination and early intervention support.

The fund will combine practical help for people facing immediate need with preventative activity that helps residents access essentials, improve financial resilience, reduce the likelihood of repeat crisis, and connect with wider support.

The £225,000 fund is being administered by H&F Giving behalf of H&F Council, supported by the Crisis and Resilience Fund (CRF) 2026-29.

Funding criteria

Approximately 50% of the overall grant programme (subject to demand and quality of proposals) will be used to fund prevention and resilience activity and 50% for direct crisis support, including food, essential items, furniture/appliances, essential utilities, transport and other eligible urgent needs.

Individual grants may reasonably combine crisis and preventative activity. Some expenditure – for example essential household items, community food support, energy support or financial inclusion – may contribute to both immediate stability and longer-term resilience.

What the fund is intended to achieve

The fund will support local organisations to help residents to:

  • access and maintain essential goods and services;
  • address immediate material hardship where residents are experiencing crisis;
  • prevent hardship from becoming recurrent or escalating into crisis;
  • improve household stability and financial resilience;
  • increase access to advice, benefits and other support that can maximise household income and reduce essential costs;
  • reduce reliance on emergency assistance and food banks where preventative support can address the underlying issue; and
  • connect residents to wider support and services, including where appropriate energy, digital, financial and community-based support.

Who the fund will support

The H&F Community Support and Resilience Fund 2026/27 will support a wide range of residents experiencing material deprivation, persistent low income or financial hardship, that could include:

  • families and households with children;
    • Single-parent households
    • Large families with multiple children under 5 years old
    • Care-experienced young people or those leaving care
  • disabled residents;
    • D/deaf and disabled adults
    • Households and disabled children (includes physical, learning, or sensory disabilities)
    • Residents with long-term or chronic illnesses
  • older people (65+);
  • carers;
    • Unpaid carers (adult or young carers supporting family/friends)
  • residents in temporary accommodation; and
  • households transitioning from crisis support.

Support is not restricted exclusively to these groups where other Hammersmith & Fulham residents are experiencing material deprivation or financial hardship and the proposed activity clearly meets the aims of the fund.

Types of activity that can be funded

The fund is intended to support a mixture of preventative/resilience-building activity and immediate crisis support. Applications may combine more than one type of activity.

• Provision of advice, education and support to households that helps reduce essential living costs and access support available (excluding benefits maximisation)

• Activities reducing barriers to employment, education and service access
• Basic budgeting workshops and money management sessions
• Activities that improve digital confidence

Exclusions – The fund cannot be used for:

People with No Recourse to Public Funds (NRPF)

Please note that funding from CRF cannot be used to provide direct financial assistance to individuals or households who are designated as having NRPF. This restriction is set by central government funding rules and applies to all councils distributing CRF.

Mortgage payments

Furniture and household items for residents living in private rented furnished accommodation or furnished temporary accommodation, where this is the responsibility of the landlord

Personal debts – residents should be referred to the Council or to appropriate agencies for support

Parking fines, Ultra Low Emission Zone (ULEZ) or congestion zone charges

Court expenses (legal proceedings) such as legal fees, court fees, fines, costs – unless related to an individual voluntary arrangement (IVA)

Important Information – applying for funds

We have £225,000 available for Community Support & Resilience funding. Organisations with a track record of supporting residents in Hammersmith & Fulham who are experiencing financial hardship are invited to apply for up to £20,000. We also welcome applications for smaller values. Funding requests must not duplicate provision currently funded by any other LBHF council grants.

We encourage applications in partnership with another organisation which delivers in Hammersmith and Fulham, particularly in areas of high deprivation and need. The organisation making this application will be the lead group and will be accountable for the grant. We also encourage applications from organisations who have not previously received funding from the council.

Timeline

All funds must be spent or committed before 19 March 2027. The activity funded and final monitoring report should be completed and submitted by 9 April 2027.
